Requires with respect to any Federal action to lease any site on the Outer Continental Shelf for the exploration and production of oil and gas the preparation of a supplemental environmental impact statement.
Requires such statement to set forth: (1) the specific environmental hazards associated with such exploration and production; and (2) the specific measures which will be taken by the lesses and the Federal agency concerned to alleviate such hazards, including those performance standards which will be applied with respect to any equipment used.
