A bill to amend the program of assistance for local educational agencies in areas affected by Federal activity to provide for the payment of 100 percent of entitlements arising out of the acquisition by the United States of certain real property.

Directs the Commissioner of Education to pay 100 percent of the entitlement due to local educational agencies because of the acquisition by the United States of real property prior to paying other entitlements in the event that sufficient funds are not appropriated by Congress to pay all entitlements in full.
