Agricultural College Extension, Research, and Cooperation Act - Authorizes the Secretary of Agriculture, under the Smith-Lever Act, to provide financial assistance to agricultural colleges to enable them to: (1) strengthen their capabilities in teaching, research, and extension work relating to food production, processing, distribution, and consumption; (2) develop a proposal for an agreement with any similar university in any country, to carry out one or more specified programs; and (3) enter into and carry out cooperative agreements with similar universities in any nation for the conduct of one or more specified programs designed to aid in the development of such universities.
Specifies procedures by which such financial assistance program shall be administered.
Authorizes to be appropriated such sums as are necessary to carry out the provisions of this Act, but not to exceed $150,000,000 in a fiscal year.
