Authorizes the Secretary of the Interior to enroll specified Alaskan Natives for benefits under the Alaska Native Claims Settlement Act.
Directs the Secretary to deposit in the Treasury of the United States escrow account proceeds derived from contracts, leases, permits, rights-of-way or easements pertaining to lands or resources of lands withdrawn for Native selection pursuant to the Settlement Act.
States that in determining the eligibility of any household to participate in the food stamp program, any compensation, remuneration, revenue, or other benefit received by any member of such household under the Settlement Act, in connection with an aboriginal land claim of such person, shall be disregarded.
Extends the life of the Joint Federal-State Land Use Planning Commission for Alaska an additional 2 1/2 years, to June 30, 1979.
Establishes a thirteenth region for the benefit of Natives who are not permanent residents of the State of Alaska. Directs the Secretary of the Interior to, within 30 days after the date of enactment of this Act, enroll therein every eligible nonresident Native who elected in favor of a thirteenth region on his enrollment application. Establishes procedures for the formation of a corporation for such region.
Directs the Secretary to immediately establish an interest-paying special fund for the benefit of the Natives to be enrolled in the thirteenth region pursuant to this Act, the proceeds of which shall be transferred with interest to the Thirteenth Regional Corporation upon the installation of the Board of Directors provided for by this Act. Directs the Secretary to pay into that Special Fund any and all moneys in the Alaska Native Fund until the amount of $7,000,000 is paid into the Special Fund.
