A bill to amend part D of title IV of the Social Security Act to provide that the incentive payments presently authorized for the enforcement and collection of support rights assigned to a State shall be payable where that State enforces such rights through its own officers and agencies as well as where a political subdivision, or another State, enforces such rights on its behalf.
