A bill to provide that the budget of the U.S. Government for fiscal year 1977 and subsequent fiscal years shall contain the same functional categories as those that were in effect for fiscal year 1975, including the functional category of "Agriculture and Rural Development" and Community Development and Housing", and for other purposes.

Requires that the Budget of the United States Government for fiscal year 1977 and subsequent fiscal years contain the same functional categories as those that were in effect for fiscal year 1975.

Requires that any proposed change in such functional categories be approved by the House and Senate Committees on Appropriations and the Budget.
