A bill to amend title 39, United States Code, to extend from 28 days to 42 days the period immediately preceding an election during which mass mailing of franked mail by a Member or Member-elect of the Congress is prohibited.

Provides for the extension, from twenty-eight days to forty-five days, of the period immediately preceding an election during which mass mailing of franked mail by a Member or Member-elect of the Congress is prohibited. (Amends 39 U.S.C. 3210 (a))
