Directs the Secretary of Health, Education, and Welfare to refer blind or disabled Supplemental Security Income recipients under age 65 to State vocational rehabilitation, health, social service, or educational agencies. Makes eligibility for supplemental security income, in the case of individuals over 18 (and, in appropriate cases, over 13) conditional upon accepting vocational rehabilitation services.
Directs the Secretary to develop disability criteria for children under 18 for the purpose of determining eligibility for Supplemental Security Income.
