Revises the Foreign Assistance Act of 1961 to require congressional approval of any suspension of the provision prohibiting the furnishing of assistance to any country in arrears more than one hundred and eighty days on any payment to the United States of any principal or interest due under any loan or credit furnished to such country by the United States.
