A bill to amend title 38 of the United States Code in order to make certain individuals eligible for war orphans' and widows educational assistance if the veteran concerned has no children, wife, or widow.

Makes specified siblings eligible for war orphans' and widows' educational assistance if the veteran concerned has no spouse or children, or does not leave a widower or widow. (Amends 38 U.S.C. 1701(a), 1712)
