Establishes in the House of Representatives the Select Committee on Nuclear Proliferation and Nuclear Export Policy.
Directs the Committee to conduct a full and complete study of: (1) the threat of nuclear proliferation; (2) the present policies of the United States concerning nuclear proliferation; (3) the decisionmaking process within the executive branch on nuclear export policies; and (4) any related areas which the committee deems necessary to investigate and study to discharge its responsibilities.
Directs the committee to report to the House as soon as practicable the results of its investigation and study, together with such recommendations as it deems advisable.
