Resolution to amend the Rules of the House of Representatives to provide that any member of the Committee on Standards of Official Conduct may disqualify himself from participating in investigations undertaken by the committee.

Amends Rule X of the House of Representatives to provide that any Member of the House Committee on Standards of Official Conduct may, at his own discretion, disqualify himself from participating in any investigation of the conduct of any Member, officer, or employee of the House.

Provides that when such action is taken the Speaker of the House shall designate a Member of the House from the same political party as the disqualifying member of the committee to act as a Member of the committee.
