Authorizes the President pro-tempore to appoint a bipartisan committee of Senators to participate as amicus curiae, or to intervene in Clark v. Valeo which concerns the alleged unconstitutionality of certain provisions of the Federal Election Campaign Act. Directs the committee to retain counsel and review charges for services by outside counsel. Provides that expenses incurred by the committee will be met by the contingent fund of the Senate upon committee approval of vouchers certified by the President pro tempore.
