Expresses the endorsement of Congress for the President-elect's pardon program for persons who, during the Vietnam era, failed to report for induction into, or refused induction into, the armed forces and have not been prosecuted for such violation.
Requests the President-elect to extend his reconciliation program by: (1) granting amnesty to all persons convicted under the Military Selective Service Act of offenses committed during the Vietnam era; (2) upgrading all the general and undesirable discharges issued to those who served during that era to honorable discharges; (3) reviewing on a case-by-case basis each bad conduct and dishonorable discharge issued during that period; and (4) granting amnesty to all those who were convicted or charged with desertion and to those convicted of absence without leave.
