A bill to establish a new Assistant Secretary of Agriculture who shall be responsible for agricultural research activities conducted by the United States Department of Agriculture.

Amends the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to establish an Assistant Secretary of Agriculture for agricultural research, extension, and teaching in the food and agricultural sciences.
