Small Business Development Center Act - Authorizes the Small Business Administration to make grants to universities to assist them in developing centers to provide small businesses with a broad range of advice, information, and assistance. Limits the amount of such grant to no more than 75 percent of the cost of eligible activities in the operation or development of the center, except for grants to regional centers assisting State centers in research or other high cost activities.
Establishes a Small Business Management and Technical Assistance Division within the Small Business Development Center program through a Deputy Associate Administrator.
Establishes a Small Business Development Center Advisory Board composed of 14 members to advise and confer with the Deputy Associate Administrator for Management and Technical Assistance.
Authorizes the Administration to make grants to universities, organizations, and business concerns to support research to solve problems which affect small business concerns.
