Polar Living Marine Resources Conservation Act - Directs the Secretary of Commerce, acting through the National Oceanic and Atmospheric Administration, to establish a comprehensive program for the study, monitoring, and assessment of polar living marine resources and the marine environment of the Arctic and Southern Oceans.
Authorizes the Secretary to make grants and enter into contracts to obtain assistance in carrying out such program.
Requires the Secretary to consult with other Federal agencies with responsibilities for polar living marine resources research and protection to ensure that the study and assessment under this Act is coordinated and that the program is consistent with international conventions or treaties.
Requires the Secretary to submit annual reports to the Congress and the President concerning this Act.
Authorizes appropriations to carry out the provisions of this Act.
