Amends the Agricultural Adjustment Act of 1938 to waive the assessment of marketing quota penalties on certain 1975 crop Maryland type 32 tobacco, which was determined through the application of the Federal Standards of Inspection and Identification of quota types to be burley tobacco type 31.
