Water Supply Act - Declares development of new water supplies to be in the national interest. Directs the Secretary of the Interior to develop a comprehensive water supply program, to survey water supply capacities, to propose methods of increasing water supplies, and to prepare drought contingency plans.
Directs the Administrator of General Services to survey: (1) all federally controlled water storage projects to determine unnecessary water storage capacity; and (2) all federally controlled lands to determine any unnecessary area on which water storage facilities could be constructed.
Directs the Secretary of the Army, acting through the Chief of Engineers, to construct water storage projects specifically authorized after enactment of this Act.
