Handgun Control Act - Makes it unlawful for any person to import, manufacture, sell, buy, transfer, receive, or transport any handgun. Authorizes the Secretary of the Treasury to exempt from this prohibition handguns: (1) required for the operation of licensed pistol clubs; and (2) imported, manufactured, sold, purchased, transferred, received, or transported by licensed importers, manufacturers or dealers.
Requires a pistol club desiring to be licensed to file an application with the Secretary. Conditions approval of such an application on the club's meeting specified requirements. Permits the Secretary to disclose any information obtained under this Act to State and local governments.
Provides for administrative and judicial review of a license denial or revocation.
Imposes criminal penalties on persons violating the provisions of this Act, including those persons making misrepresentations in required records or in license applications.
Subjects to seizure and forfeiture any handgun used, or intended to be used, in any act which violates this Act or other Federal criminal law.
Excludes from the provisions of this Act: (1) handguns utilized by Federal, State and local agencies; and (2) handguns which the Secretary determines are unserviceable, not restorable and intended for use as museum pieces, curios, or collector's items.
Establishes procedures for the reimbursement of persons voluntarily delivering handguns to a law enforcement agency.
