A bill to prohibit commercial flights by supersonic aircraft into or over the United States until certain findings are made by the Administrator of the Environmental Protection Agency and by the Secretary of Transportation.

Prohibits commercial flights by supersonic aircraft within the navigable airspace of the United States until the Congress, by law, approves findings by the Administrator of the Environmental Protection Agency that the operation of such aircraft will not have detrimental effects on persons on the ground or the environment and the Secretary of Transportation has found and reported to the Congress that such aircraft meet all noise and safety standards at least equal to those for other aircraft.
