Amends the Arms Export Control Act to eliminate maintenance of internal security as a purpose for which military sales may be made.
Amends the Foreign Assistance Act of 1961: (1) to eliminate maintenance of internal security as a purpose for which military assistance may be furnished; and (2) to prohibit furnishing military education and training for internal security.
