A bill to amend title 23 of the United States Code in order to provide a program for the completion of the National System of Interstate and Defense Highways.

Authorizes the Secretary of Transportation, pursuant to the approval of State programs for the completion of the Interstate Highway System, to enter into contractual arrangements on behalf of the United States for the payment of the principal and interest on State bonds or obligations issued for such purpose.

Requires the Secretary to make an annual report to Congress with respect to all activities pursuant to this Act.

Authorizes appropriations in such amounts as may be necessary to make the payments contracted for under this Act.
