Independent Federal Aviation Agency Act - Establishes the Federal Aviation Agency as an independent agency of the United States. Authorizes the appointment of an Administrator and a Deputy Administrator by the President, by and with the advice and consent of the Senate.
Transfers to the Administrator all functions, powers, and duties of the Secretary of Transportation and other officers of the Department of Transportation which are exercised by the Administrator of the Federal Aviation Administration, under the Federal Aviation Act, the Airport and Airway Development Act, and other specified laws.
Stipulates that all orders, determinations and rulings which have been issued or allowed to become effective shall continue in effect and that no suit or other proceedings shall be abated by reason of the enactment of this Act.
