A bill to amend title II of the Social Security Act to provide that chronic renal disease shall constitute "disability," for purposes of determining an individual's eligibility for disability insurance benefits and the disability freeze, without regard to such individual's ability or inability to engage in substantial gainful activity.

Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to include chronic renal disease requiring hemodialysis or renal transplantation within the definition of the term "disability" for purposes of determining an individual's eligibility for disability insurance benefits without regard to such individual's ability to engage in substantial gainful activity.
