Provides that recipients of veterans' pension and compensation will not have the amount of such pension or compensation reduced, or entitlement thereto discontinued, because of increases in monthly social security benefits.
Directs the Administrator of Veterans' Affairs to (1) restore the entitlement of any person who lost their entitlement by reason of certain past increases in monthly social security benefits; and (2) pay in a lump sum to any such person any such compensation or pension that would have been payable to him but to such loss of entitlement.
