Amends the Legislative Reorganization Act of 1946 to abolish automatic cost-of-living pay adjustments for Members of Congress.
Amends the Federal Salary Act of 1967 to make the recommendations of the President with respect to salaries of Members of Congress effective only upon a resolution by the Congress approving such recommendations.
