A bill to provide for the appointment of additional judgeships for the U.S. district courts and courts of appeals.

Directs the President to appoint a specified number of additional judges to designated United States district courts and courts of appeals.

Authorizes the Director of the Administrative Office of the United States Courts to place an additional eight positions in grades 16, 17, and 18 of the General Schedule.
