A bill to amend title 5 of the United States Code to prohibit the consideration of certain matters in the determination of cost-of-living allowances for employees stationed outside the continental United States.

States that when figuring cost-of-living adjustments for Federal employees stationed outside the United States, consideration shall not be given to commissary or exchange privileges of such employees unless such privileges are derived from the individual's employment as a civilian Federal employee.
