Amends the Walsh-Healey Act to deny until a collective bargaining agreement is concluded further progress payments and the exercising of any options to (certain Federal contractors and subcontractors found by a factfinding panel) appointed by the Federal Mediation and Conciliation Service to have control over, or to have caused, a work stoppage.
Authorizes termination of a contract with respect to which such a work stoppage occurs if no collective bargaining agreement is signed within 45 days of the stoppage and the contractor or subcontractor has failed to meet its obligations in a timely fashion during the period.
