Authorizes the Secretary of the Treasury to issue permits to foreign flag vessels allowing them to carry passengers from ports on the east and gulf coasts of the United States and ports in Puerto Rico until such time as the Secretary determines that there is sufficient service on United States vessels to carry such trade.
