Amends the Occupational Safety and Health Act of 1970 to provide that the requirements of such Act shall apply to the Congress, Federal agencies, and the courts of the United States.
Assigns to the Secretary of Health, Education, and Welfare, in the case of any workplace under the authority or jurisdiction of the Secretary of Labor and the Occupational Safety and Health Review Commission, the powers otherwise assigned to the Secretary of Labor or to such Commission, including the authority to (1) conduct investigations and inspections; (2) issue citations; and (3) conduct hearings and issue orders.
