Amends the Sherman Antitrust Act to impose an additional fine equal to the amount of any illegal gains made by any person during the period when such person committed any of the following violations: (1) combination or conspiracy in restraint of trade or interstate commerce, or was a party to such contract; (2) monopolization or attempt to monopolize, or combination or conspiracy to monopolize any part of trade or commerce; or (3) combination or conspiracy in restraint of trade or commerce in any Territory or in the District of Columbia.
Requires that funds collected as a result of any fine be distributed to any person (other than the person against whom such fine was assessed) who suffered a direct monetary loss as a result of the illegal act which resulted in the fine.
