Employment Services Reform Act - Amends the Wagner-Peyser Act to direct the Secretary of Labor to provide technical and management assistance to State public employment offices, establish a national clearing house for employment service information in the United States Employment Service, and implement an assistance program for certain State employment office job placement projects.
Directs the Secretary to study the merits of a nationwide job bank system.
