Authorizes the President to appoint a Presidential Commission on the Feasibility of Nationalizing the Nation's Railroads to study the feasibility of nationalizing class I railroads.
Directs the Department of Transportation to furnish the Commission with any administrative services necessary. Grants the Commission subpena power. Directs the Commission to complete its study by January 31, 1979, and to report its findings to the President and the Congress.
