A bill to amend the Federal Rail Reorganization Act of 1973 to require Conrail to purchase materials mined, produced, or manufactured in the United States unless the Secretary of Transportation makes certain determinations.

Amends the Regional Rail Reorganization Act of 1973 to require the Consolidated Rail Corporation (Con Rail) to purchase only materials mined, produced, or manufactured in the United States. Authorizes the purchase of other materials only when the Secretary of Transportation makes certain determinations.
