A bill to amend the Fair Labor Standards Act of 1938, as amended, to expand employment opportunities for youth.

Amends provisions of the Fair Labor Standards Act which permit payments of wages to students of 85 percent of minimum wage rates to permit payment of wages at rates less than minimum wage rates to persons under 18 and persons under 21 who are either full time students or in their first six months of full-time employment.
