Citizens' Postal Rate Relief Act - Sets the postal rate for personal mail of individuals sealed against inspection and mailed in the United States at 13 cents for the first ounce for each piece and 11 cents for each additional ounce for each piece. Permits the Postal Service to adjust such rate annually in the proportion to the increase in the Consumer Price Index since the previous rate adjustment but not to an amount exceeding the current rate for first class mail.
