Aquaculture Assistance Act - Directs the Secretary of Agriculture to develop and implement an Aquaculture Assistance Plan and to contract with or make grants to public agencies and private persons and educational institutions in order to: (1) appraise the current status of fish farming in the United States; (2) assess current Federal programs; (3) identify restraints on the development of fish farming; and (4) establish an aquaculture information system.
