Resolution amending rule XXII of the Rules of the House of Representatives to remove the limitation on the number of Members who may introduce jointly any bill, memorial, or resolution, and to provide for the addition and deletion of names of Members as sponsors after the introduction of a bill, memorial, or resolution.

Amends the Rules of the House of Representatives to require the addition of any Member's name as the sponsor of any bill or resolution by a request signed by the Member and submitted by the first sponsor to the Speaker. Allows the deletion of any Member's name, except the first sponsor of any bill or resolution, by unanimous consent at the request of such Member. Requires such additions or deletions to be made no later than the day on which the last committee to which it has been referred reports the measure to the House.

Provides that additions and deletions be indicated in the next printing of the bill or resolution and be printed in the Congressional Record of that day. Requires the reprinting of any bill or resolution upon written request of the first sponsor to the Speaker and the addition of at least 20 Members since the last printing.
