Youth Employment Incentive and Social Bonus Act - Authorizes the Secretary of Labor to conduct demonstration projects in each of ten urban poverty areas pursuant to which social bonus payments of between $2,500 and $4,000 are to be made to business enterprises which employ and provide training for at least 20 poor youths who have had no previous employment experience.
