Amends Title IV, part A (Aid to Families with Dependent Children) of the Social Security Act to increase the amount of additional appropriations authorized for 1979 by the Tax Reduction and Simplification Act of 1977 for the work incentive program established by such Title.
Imposes a ceiling of $1,500,000,000 upon the total amount of appropriations which may be authorized for the work incentive program for fiscal year 1980 and succeeding years.
