A concurrent resolution to encourage the President to terminate the fishing privileges of the Soviet Union in United States fisheries unless the Soviet military presence in Afghanistan is withdrawn.

Urges the President to transmit the advance notice required to terminate the Governing International Fishery Agreement between the Soviet Union and the United States, unless Soviet troops are withdrawn from Afghanistan by February 20, 1980.
