Declares it the sense of the Congress that the President should establish a Presidential Commission or designate an already existing body to focus on the need for, and the appropriateness of, certain proposed changes in the United States land-based leg of the Triad.
Directs the Commission to evaluate any realignment that may have occurred with regard to the relative strategic nuclear capabilities of the United States and the Soviet Union.
