A joint resolution proposing an amendment to the Constitution of the United States to provide that appropriations made by the United States shall not exceed its revenues, except in national emergency.

Constitutional Amendment - Prohibits total Federal appropriations from exceeding estimated Federal revenues, excluding revenues derived from borrowing, in any fiscal year.
