Requires the President to insure the satisfactory resolution of the certified claims of United States nationals against the Cuban Government before considering normalizing relations with Cuba.
Requires the provision of tax credits to United States certified claimants should the President enter into any agreement involving counterclaims made by the Cuban Government.
Directs the President to urge the Cuban Government to establish a fund for the payment of claims of U.S. nationals to be administered by the International Monetary Fund or some similar international agency.
