A joint resolution proposing an amendment to the Constitution of the United States allowing the President to veto individual items in appropriations bills.

Constitutional Amendment - Authorizes the President to disapprove or reduce any appropriation or individual item contained in an appropriation bill. Requires the President, in signing the bill, to designate the provisions disapproved or reduced and return the bill to the House in which it originated. Provides that such bills be subject to the same proceedings as other bills disapproved by the President.
