Constitutional Amendment - Limits the term of office of a Justice or judge of the United States to ten years during good behavior and permits a reappointment for a second term by the President. Provides that the term of a current Justice or judge shall expire: (1) December 31, 1983; or (2) ten years after such person took the oath of office, whichever occurs later.
