Confers jurisdiction on the appropriate district courts over specified wrongful death claims of five named individuals against the United States. Requires that suit upon such claims be brought during a specified period.
Declares that, for purposes of this Act, such deaths shall not be deemed to have arisen out of, or in the course of, activity incident to military service.
