A bill to prohibit travel at Government expense outside the United States by Members of Congress who have been defeated, or who have resigned, or retired.

Prohibits travel at Government expense outside the United States by any Member of Congress who has been defeated as a candidate for nomination, or election in any primary or regular election, or who is not a candidate for reelection in the next Congress, unless exempted by a concurrent resolution passed by Congress.
